City of Milledgeville Public Service Boards

The Board of Ethics was established in 2012 along with the adoption of the Code of Ethics (O.C.G.A. § 36-35-3) into the City’s ordinances. The purpose of the Code of Ethics is to encourage high ethical standards in official conduct by city officials; establish guidelines for ethical standards of conduct for all such officials, by setting forth those acts or actions that are incompatible with the interest of the city; require disclosure by such officials of private financial or other interest in matters affecting the city; and serve as a basis for disciplining those who refuse to abide by its terms. The Board of Ethics is comprised of three residents of Milledgeville who serve as needed to address complaints against city officials in violation of the Code of Ethics.

The Board of Ethics is a three-member volunteer board, with one member appointed by the Mayor, one appointed by the Milledgeville City Council and the third appointed by the Mayor and approved by majority of Council that are responsible for ensuring that City officials adhere to the policies and procedures set forth in the City Charter.

The Board of Ethics meets as needed in the Executive Chambers of City Hall.

The Board of Zoning Appeals has the duty and responsibility to conduct public hearings and to make final decisions on applications for an appeal from an administrative decision, a special exception, a hardship variance, a flood protection variance or an interpretation. Any decision of the Board of Zoning Appeals shall be final and may be appealed only to a court of competent jurisdiction.

The Board of Zoning Appeals is a five-member volunteer board appointed by the Milledgeville City Council that conducts hearings and renders final decisions on all appeals.

The Board of Zoning Appeals meets on the second Wednesday of each month at 5:15 p.m. in the Council Chambers of City Hall.

The Central State Hospital Local Redevelopment Authority (CSHLRA) was established in 2012 by the Georgia General Assembly with the specific mission of planning for and executing the redevelopment of the Central State Hospital Campus. Central State Hospital was one of seven mental health hospitals operated by the State of Georgia, and was the largest mental health facility of its kind in the world. The campus is comprised more than 200 buildings located on over 2,000 acres of land. CSHLRA’s focus is to revitalize the buildings and grounds of the Central State Hospital Campus through both public and private opportunities to foster economic growth, development and revitalization within the southern region of Milledgeville.

The CSHLRA Board of Directors are an eleven-member volunteer board appointed by the Milledgeville City Council, apart from one voting member appointed by the Governor of the State of Georgia, that are responsible for the management of operations and the implementation of public policy and procedures for the authority.

The Development Authority of Milledgeville-Baldwin County (DAMBC) was established in 1983 by the Georgia General Assembly, pursuant to the Georgia Development Authorities Law of 1969, for developing and promoting for the public good and general welfare trade, commerce, industry and employment opportunities in the City of Milledgeville and Baldwin County.

The DAMBC Board of Directors are a seven-member volunteer board appointed by both the Milledgeville City Council and the Baldwin County Commissioners that are responsible for the management of operations and the implementation of public policy and procedures for the authority.

The DAMBC Board of Directors meet on the fourth Monday of each month at 5:30 p.m. in the Economic Development Center’s second floor conference room.

The Historic Preservation Commission (HPC) inventories all properties having the potential for designation as historic properties or historic districts, and makes recommendations to the Council for such designations and/or revocations. The HPC reviews, grants and/or denies applications for Certificates of Appropriateness, which are necessary for any exterior alterations or modifications, new construction, demolition or relocation of any structure or landmark within the Historic District. The HPC also restores and preserves historic properties that have been acquired by the City of Milledgeville.

The HPC Board is a five-member volunteer board appointed by the Milledgeville City Council that are responsible for the designation and preservation Milledgeville’s Historic District.

The HPC board meets on the second Thursday of each month at 5:00 p.m. in the Economic Development Center second floor conference room.

Milledgeville – Baldwin County Allied Arts

The Milledgeville – Baldwin County Allied Arts, Inc. is a secondary agency of the City of Milledgeville. The mission of Allied Arts is to make available a broad range of experiences in the performing arts, visual arts, literary arts, heritage arts and general arts education for all the citizens of Milledgeville and Baldwin County, regardless of their socio-economic, cultural, racial, physical or religious differences.

The Milledgeville-Baldwin County Allied Arts Board of Directors are a seven-member volunteer board appointed by both the Milledgeville City Council and the Baldwin County Commissioners that are responsible for the management of operations and the implementation of public policy and procedures for the agency.

The Milledgeville-Baldwin County Allied Arts Board of Directors meet on the second Wednesday of each month at 5:15 p.m. in the John Marlor Arts Center.

The purpose of the Milledgeville-Baldwin County Convention and Visitors Bureau (CVB) is to provide for the encouragement, solicitation, promotion, procurement and servicing of conventions, conferences, seminars and special events, along with the development of tourism through the attraction of visitors to Milledgeville-Baldwin County.

The CVB Board of Directors are a ten-member (including three non-voting ex officio members) volunteer board appointed by the Mayor of the City of Milledgeville, the Chairperson of the Baldwin County Commissioners and CVB Board members, that are responsible for the management of operations and the implementation of public policy and procedures for the bureau.

The CVB Board of Directors meet on the second Tuesday of each month at 8:30 a.m. in the Convention and Visitors Bureau conference room.

The Milledgeville Housing Authority (MHA) was created to provide safe and affordable housing for Milledgeville residents. The Commissioners are responsible for adopting policies, approving budgetary expenditures, and implementing regulations as required by federal law.

The Milledgeville Housing Authority Board of Commissioners is a six-member volunteer board appointed by the Mayor.

The Milledgeville Housing Authority Board of Commissioners meet on the last Tuesday of each month at 5:00 p.m. at the Milledgeville Housing Authority Administrative Office.

The mission of the Milledgeville Main Street/Downtown Development Authority (DDA) is to inspire public and private investment in the revitalization, preservation, and promotion of the downtown business district to strengthen the economic base of Milledgeville-Baldwin County. Through use of the Main Street Four-Point Approach the Vision is for Historic Downtown Milledgeville to be a vibrant and attractive destination for business, education, and community activity where people appreciate its rich history.

The DDA Board of Directors are a seven-member volunteer board appointed by the Milledgeville City Council that acts in an advisory position to the Main Street/Downtown Development Authority staff.

The DDA Board Meetings are held the second Wednesday of every month from 11:30am-1pm in the Economic Development Center second floor conference room.

The Oconee River Greenway Authority (ORGA) was established by the Legislative session of the State of Georgia in 2002. The purpose of the authority is to plan, implement and build the Oconee River Greenway and to create a series of unique parks and greenspaces along the Oconee River corridor.

The ORGA Board consists of: The President of Georgia Military College or designee, the Mayor of Milledgeville or designee, the Baldwin County Commission Chairman or designee, the Department of Natural Resources (DNR) Commissioner or designee, the Georgia Forestry Commissioner or designee, and two community representatives with qualifications from Baldwin County and any other county that lies within the jurisdiction of the Oconee River Greenway Authority.

The ORGA Board meets on a quarterly basis, as needed, in the Economic Development Center second floor conference room.

The Planning & Zoning Commission has the duty and responsibility to conduct public hearings on applications for rezoning, special use, annexations and for proposed text amendments to the Land Development Code. The Planning and Zoning Commission is a recommending body to the City Council.

The Planning & Zoning Commission is a six-member voting volunteer board with each residing in a different City Council election district, with a chairperson elected from the City at large, all appointed by the Milledgeville City Council.

Planning & Zoning Commission meetings are held on the first Monday of each month beginning at 5:15 p.m. in the Council Chambers of City Hall.

The Twin Lakes Library System furnishes a complete library service to the residents of Milledgeville and Baldwin County, including but not limited to: the provision of informational, educational and recreational needs of the community; the acquisition and purchase of library materials, the circulation of library materials, the establishment of adequate reference collections as demanded by the community, and the promotion of library use, library-centered programs, exhibits and other community-oriented projects. The Trustees are responsible for securing adequate funding, acceptance and receipt of donation either in money, land or property to be used for the maintenance or improvement of the library, hiring of a director for the library system, determination of general library policies, approval of major library expenditures, and support of the library service program.

The Twin Lakes Library System Board of Trustees is an eight-member volunteer board with three members appointed by the Milledgeville City Council, three members appointed by the Baldwin County Board of Commissioners, and two members appointed by the Baldwin County Board of Education that oversee the operations of the Mary Vinson Memorial and Lake Sinclair libraries.

The Twin Lakes Library System Board of Trustees meet on the third Thursday of each quarter at noon in the Economic Development Center second floor conference room.
